"Reprisal: a retaliatory act" as defined by Merriam-Webster's Online Dictionary (http://www.merriam-webster.com/dictionary/reprisal) is the word used in an employee satisfaction survey conducted by Tri County Technology Center in 2007 and 2008.

According to the surveys conducted in 2007, when employees were asked the question "At TCTC we can speak our mind without fear of reprisal" 24% strongly disagreed and 23% disagreed. In 2008 when the same question was asked 28% strongly disagreed and 17% disagreed.

This begs the following questions...

What is it that they are afraid to speak up about?
What has happened in the past that has caused people to be afraid?
What has happened to the people in the past who has spoken up?
Who is causing employees to be afraid?

Tri County is currently working on the Oklahoma Quality Excellence Award. In 2006 Tri County won the Oklahoma Quality Commitment award, so they should have no fear of being transparent to their taxpayers.
